That first cable was extremely primitive, just two wires protected by insulation and armor. Over the next 20 years, a total of six cables were deployed to handle US-Cuba telephone traffic. The last two of which are chronicled in this film, from 1950. The cable used in this film was comparatively state-of-the-art — it used the newly-deployed polyethylene as both insulation and waterproofing. Diplomatic relations with the U.S. decayed at the end of the 1950s, but AT&T still provided Cuba's link with the world for decades following, using not only the cables (which by the late 1980s were all damaged or severed) but also by a microwave, over-the-horizon troposcatter system located in Florida that provided not only telephone calls but also television signals. With the growth of the information age, it was necessary to provide Cuba with more modern technologies. But the very complicated politics of the situation meant that the country gained piecemeal improvements, including satellite connections via Intersputnik, throughout the 1980s and 1990s. In 2011, the first high-speed broadband cable was installed between Cuba and Venezuela. Until then, Cuba was the last country in the Western Hemisphere without a fiber-optic link to the world. Various of waves crashing against the rocks STORYLINE: A specialised ship began laying an undersea fibre-optic cable between Venezuela and Cuba on Saturday, a connection that will dramatically improve Cuba's telephone and Internet services. Officials from the two countries launched the project at a ceremony on Venezuela's Camuri beach near the port of La Guaira. Alcatel-Lucent SA of Paris is carrying out the project for the two countries' state telecommunications companies. Cuban officials have said it is expected to cost about 70 (m) million US dollars. The ship is scheduled to reach Cuba around February 8, and the cable will be functional in late June or early July, said Jose Ignacio Quintero, a manager for Alcatel-Lucent. The cable will span about 1,000 miles (1,600 kilometres) across the Caribbean Sea to Siboney in eastern Cuba. A second segment of about 150 miles (245 kilometres) will extend from Cuba to nearby Jamaica. Cuba is the only nation in the Western Hemisphere that is not linked to the outside world by optical fibre. Instead, it relies on slow, expensive satellite links because the U.S. government's embargo has prevented most trade between the island and the United States, and has made companies in other countries shy away from doing business with Cuba. The cable is one of many joint projects promoted by Venezuelan President Hugo Chavez, a close ally of Cuba's communist government. It is dubbed "ALBA-1," after the Bolivarian Alternative bloc that includes Venezuela, Cuba and other left-leaning allies. Cuban Ambassador Rogelio Polanco praised Chavez's government for what he called a historic connection that is "breaking the United States' criminal blockade against our country". During the event, Venezuelan minister of technology Ricardo Menendez also demanded an end to the blockade. US President Barack Obama's administration loosened some embargo restrictions in 2009, opening possibilities for cooperation with Cuba in telecommunications. The US government has approved a maximum of 60 US cents per minute. Cuba cannot use others due to a US embargo. Starting from June 4, the extra access will be provided by the state telecommunications monopoly ETECSA for a reduced price than is currently charged. However, there still be no internet provided directly to private homes. "I think it's brilliant. For students, it's a fantastic tool. For the rest of the population, it's a way to communicate with the outside world. For me, the internet is everything," said technology student Jose Luis. Cuba has one of the lowest rates of internet usage in Latin America. There are only 2.6 million users out of a population of 11.1 million. Despite the increased access, the government has warned it will not tolerate Internet users who "endanger or prejudice public security, or the integrity and sovereignty of the nation."
